INDIANAPOLIS (April 17, 2025) – USA Gymnastics has tapped Rebecca Holwerda as its Chief Operating Officer. An experienced administrative leader on the state level, Holwerda will begin her tenure April 28, overseeing USA Gymnastics’ day-to-day operations and ensuring efficient execution of organizational strategies and initiatives.
ImageHolwerda most recently served four years as commissioner of the Indiana Department of Administration, where she led an agency of more than 200 employees and statewide functions including contracts, facilities management, supplier diversity, procurement, and public works. Serving in the role since 2021, she oversaw projects totaling more than $2 billion.

Holwerda previously was senior operations and policy director for the Indiana governor’s office from 2017-2021, managing 15 state agencies in the economic development and regulatory portfolio. With a wide-ranging educational and professional background, Holwerda has been president of the National Association of State Chief Administrators, a member of the Chicago Council on Global Affairs, and a volunteer for the NBA All-Star Committee and Illinois Special Olympics. She has an Ed.D in organizational management and interdisciplinary leadership from Creighton University, an MBA from LSU and a MPA from the University of Colorado at Colorado Springs, in addition to a BA in international relations from Oral Roberts University.
